Non-Principals to Receive Prescribing Numbers

The Department of Health (DoH) has informed the General Practitioners Committee of the BMA (GPC) that GP Non-Principals (NPs) will be issued with prescribing numbers.

For the past 7 years the NASGP and GPC has maintained that NPs should have their own individualised prescriptions and data. This data (PACT) will be useful for appraisal and revalidation. It also means that Principal GPs will have much more accurate data, representing their own prescribing and not that of their deputising NPs.

It is hoped that NPs will begin to receive a prescribing number and subsequent PACT data with the new contract from April 2004, subject to technical issues which the DoH are discussing with computer suppliers.

Working Group to Review Good Practice Guidance for Non-Principals

The Professional Fees Committee of the BMA has set up a working group to "make available clear guidance on how to calculate and negotiate a fair rate for each job, and raise the general level of awareness by all parties of the costs involved in running a GP practice."

NASGP meet BMA to Discuss Locum Rates

NASGP chairman-elect Cath Sheppard has met with the BMA Professional Fees Committee to discuss the BMA's locum rates.

As a result of their discussions, the BMA is considering not to persist in publishing suggested rates.

Department of Health extends Flexible Career Scheme to allow non-principals to perform NHS locum work

NASGP members at this year's NASGP National Conference have managed to persuade the Department of Health to allow non-principals working four to five sessions a week on the Flexible Careers Scheme to perform additional superannuable locum sessions as from today.

Appraisal Document for Non-Principals Launched

After six months of consultation the ScHARR (School of Health and Related Research) launch their document "Extending Appraisal to Non-Principals".

The document was commissioned by the Department of Health and has now been published with their approval. It now remains to be seen how the DoH put this document into action.

NASGP Council Agree New Advice for Locum Pay

After 10 years of accepting a combination of "BMA suggested rates", "'NASGP-revised' BMA suggested rates" and "OFT blocked BMA suggested rates", NASGP council has agreed to completely drop the notion of any rates suggested by anyone else other than the locum themselves.

GPC Non-Principals Sub-Committee Election for 2003-2004

Are you interested in representing your non-principal colleagues on a national basis? Do you know of a non-principal who would make a good representative?

The BMA's General Practitioners Committee is currently seeking nominations from all GP non-principals for the eight member seats on its non-principals subcommittee for the July 2003-June 2004 session. The GPC has written to all the non-principals on its database. If you are interested but have not yet received a nomination form, please contact Julie Goodway.

ScHARR (School of Health and Related Research) meet with NASGP to discuss Appraisal

The GMC has published a consultation document entitled Keeping up to date. GMC Guidance on Continuing Professional Development and would welcome comments from NASGP members. The closing date for comments in the 30th May 2003.

ScHARR (School of Health and Related Research) meet with NASGP to discuss Appraisal

ScHARR have been commissioned by Philip Leech, Principal Medical Officer at the Department of Health, to undertake a 3-month research project on appraisal for non-principals.

As part of this research, officers from the NASGP held a two hour discussion with ScHARR to discuss ideas, concerns and issues surrounding implementing appraisal for non-principals.

Locum Non-Principals in Scotland to be eligible to pay superannuation contributions from February

New plans to establish a supplementary list system in Scotland will allow locum GPs to enter the NHS pension scheme. If the new system is implemented next month, as planned, locums will have only four weeks to apply to be eligible for tax relief on superannuation contributions for the current financial year.

Supplementary lists, already in operation in England and Wales, are a list of all non-principal GPs working in the local area; it is hoped that their implementation in Scotland will proceed in February 2003. Lists will be maintained locally by Primary Care Trusts and Island Health Boards, and non-principals will be able, if desired, to be included in lists covering different parts of the country.

This new system has been streamlined to allow non-principal GPs, particularly locums, to apply for inclusion on their 'home' Primary Care Trust/Island Health Board list and to be 'fast tracked' on to any other supplementary list in Scotland.

Locum GPs who are successful in their applications to join the supplementary list before the end of the financial year (March 31 2003) will receive backdated superannuation rights for locum work undertaken from April 1 2001.
