Non-Principals consulted on introduction of Supplementary Lists in
Scotland
The Scottish Executive have once
again called on the NASGP to ask our members to comment on the
introduction of Supplementary Lists. We were first asked in June
2001 and were able to supply a comprehensive response on the basis
of comments received by Scottish non-principals.
The deadline for responses in this
consultation is the 10th January 2003 and the entire document can be

RCGP and NASGP collaborate to produce report on NPs' experience with Supplementary Lists
A week ago the RCGP asked the NASGP to
come up with some concrete examples of bureaucracy faced by
non-principals. So we emailed 1,500 of you and within minutes we
started to receive replies - and here is the RCGP's analysis of

NPs Suspended From Supplementary Lists Will Receive Payments
Non-Principals suspended by PCTs/HAs under the NHS
(General Medical Services Supplementary List) Regulations 2001 are
entitled to receive payments during the period of the suspension.

The sheer short-sightedness of the latest twist in
the pensions for locum work beggars belief. So, using perhaps less

Government Snatches Defeat from Jaws of Victory
The BMA has protested at the Government's decision
to impose seriously flawed new pension arrangements for GP Locums.
The regulations are flawed in a number of respects, particularly by
excluding part-time principal GPs and assistant practitioners from
pensioning their locum income.

Confusion Over New Pension Arrangements for Locums
Just when we thought it was safe to
come out of the water, it looks like non-principals' superannuation
hopes may not be met entirely. It looks like locum work will
definitely be superannuable from 1st April 2002 (back datable from
1st April 2001) but only if your assistant or principal work isn't
superannuated at the same time.

NASGP Proposes Non-Principal Support Teams
We have today published our report on
the NASGP's Way Forward meeting held on the 23rd February. It was
an extremely productive day and we achieved our aim of designing a
“framework in which non-principals can co-exist and/or thrive
and/or lead and/or flourish within a “managed” organisation”.
We agreed that in order for NPs to be
fully enfranchised into the structures and processes of their
Primary Care Organisation (PCO, such as a PCG, PCT or LHG), the PCO
should employ a facilitator [Non-Principal Liaison Officer] to
organise and co-ordinate the non-clinical functions of NPs in its
area as well as supporting the NPs' quality maintenance mechanisms
for appraisal and revalidation such as coordinating feedback and
collecting audit data. This facilitator would be supported by a
fully trained GP mentor to oversee the professional and pastoral
needs of those NPs, and together form the PCO's Non-Principal
Support Team (NPST). More...

Department of Health extends Supplementary List Deadline
The DoH has today extended the
Supplementary List deadline in England of 28th February 2002 to the
31st March 2002. Non-principals who are working prior to this new
deadline must have applied to join the list by then in order to be
allowed to work from the 1st April 2002 (if not, you'll have to hang
up your stethoscope until your HA has processed the form!).

NASGP Seeks Clarification From DOH on Supplementary List Guidance to
Health Authorities
And
gets it too! Oh yes, none of this moaning from us - when we come
across a problem we like to get it sorted. And very helpful the DoH
have been, too. Concerns
arose from the number of members who were worried about the
amount of General Medical Services a non-principal needs to provide
in order to be eligible to join a list. We have been told that, in addition
to their personal assurance, non-principals can show that
commitment:
-
by
having been working in the health authority area for a period of
time as either a GP or in a hospital
-
by
providing evidence of future work plans in the area
-
by
having their home in the area
"None
of this sets out actual levels of work to be provided - that would
be too restrictive"

RCGP
hosts National Conference of Managing Poor Performance in GPs
At the QEII centre in London today
the RCGP, together with the NCAA and NPCRDC held a national
conference on how to manage poor
performance in GPs. 200 delegates, mostly clinical governance leads
and senior executives from PCTs, listened to a host of talks on the
subject and took part in several parallel sessions to find out more
on how to tackle this problem. NASGP chairman gave a talk on how to
involve non-principals in managing poor performance, and the
slide-show
